It came into force in 1994 with the aim of stabilizing greenhouse gas concentrations in the atmosphere at a level that would prevent dangerous interference with the climate system. That level should be achieved within a sufficient timeframe to allow ecosystems to adapt naturally to climate change, ensure that food production is not threatened, and allow economic development to continue in a sustainable manner.
